A landowner in New York City was accused of trying to evict a family from their rent-stabilized apartment. He turned the unit into dangerous property by creating life-threatening conditions, and harassing and intimidating an undocumented family of seven. The city says that he essentially demolished the building around the family by stripping away the floors and walls, and  turning off the heat and water.
